Abstract Public Appraisals (PAs) on larger transport projects in Denmark play an increasing role in the political decision making process. With a growing demand for transparency and sustainability the decision makers are increasingly held responsible for finding the best ways to allocate public funding. For these reasons, in 2003, the Ministry of Transport and Energy published a manual on how to make a PA on larger transport projects in Denmark. After the publication it was decided by the ministry to initiate the development of a computer-based tool to enhance the social-economical analysis of a PA. Presently there are two tools based on Excel that can use data from traffic models and produce the social-economic results needed in a proper PA. The tools are named TERESA and COSIMA. The main purpose of this report is to examine how appropriate these tools are when applying them to larger transport project and evaluate how far they balance each other. The tools have been applied on road and rail-based case studies. The final results produced by TERESA and COSIMA differs moderately, which can partly be explained by imprecise guidelines from the manual. Neither tools however can be said to produce invalid results and as such both tools are, according to their design criteria, appropriate. There is room for improvement for both tools and to a certain degree they can adopt good practice from each other.
