Abstract Active participation of the consumption side in the balancing of power in a grid offers several benefits. It permits to have large potential for additional flexibility in the control of power systems. As consequence part of the decision making will be transferred to a unit located at the individual house. A such decentralised system creates the need for mechanisms to define, describe and coordinate operating policies at the system level and to communicate these policies to the individual units. The execution of such a policy on any unit depends on end user settings and preferences - which in effect constitute a second, local policy. The unit’s expected response to external events depends on the combination of both policies. Communication of this expected behaviour back to the load manager will be then expected.
