Abstract This project is about performance issues in one Division of Bombardier Transportation. The scope is focused on Operations and Project execution and the general focus of the report is on what is done, not how it is done.

The purpose is to identify influencing parameters of operations performance decrease. Bombardier is the market leader in rail transportation with revenue of USD 9.1bn in 2010. The Division is the largest of six divisions and has been experiencing a decrease in Operations and Project performance since the beginning of 2009.

The low Operations performance resulted in delayed deliveries and growing inventory. The issues are mainly showing in three sites. The assumption is that operations problems in a site are symptoms of issues in the organisation, and are being enhanced by local circumstances in sites.

Problems must be addressed in the short-term feedback-loop to gain improvement and the long-term feedback-loop to sustain improvement.

The recommended actions are divided into 4 focus areas: Lean & Processes, People & Organisation, Systems & IT and Culture. Improving the lean approach should be the first priority. With the organisation having a lean mindset the described actions will be taken as a result of root-cause analysis of problems and continuous improvement. Implementing the actions will increase throughput, bring down operational expense and decrease inventory, and overall improve the performance of the division and the company.
